Report
September 15, 2019

The study Evaluation of the electronic payment system in the Thai fishing industry was conducted by Rapid Asia, with funding from Humanity United and the Freedom Fund. It aimed to assess the effectiveness of the payment system implemented following a recommendation from ILO to ensure that salary payments to workers in the fishing and seafood industry could be verified. The methodology included a comprehensive desk review of existing literature and surveys, stakeholder interviews, and a workshop with representatives from the fishing sector. Data collection involved face-to-face and phone interviews with various stakeholders, including employers, workers, and government representatives, to gather diverse perspectives on the system’s functionality.

The findings revealed mixed results regarding the effectiveness of the electronic payment system. Many stakeholders acknowledged improvements in payment efficiency but also pointed out issues such as accessibility and user understanding of the system. Recommendations included enhancing user training, improving infrastructure for better access, and fostering stakeholder collaboration to address ongoing challenges. The study emphasizes the need for continuous evaluation and adaptation of the payment system to ensure it meets the needs of all participants in the fishing industry.
