The report Combatting the commercial sexual exploitation of children and adolescents in Brazil addresses the critical issue of Commercial Sexual Exploitation of Children and Adolescents (CSEC) in the state of Pernambuco, Brazil. Conducted by a partnership between the University of Nottingham Rights Lab, the Federal University of Pernambuco, and the Freedom Fund, the research aims to analyse the effectiveness of public policies and legal frameworks in combating CSEC. The study involved narrative interviews with survivors, semi-structured interviews with practitioners, and a comprehensive review of existing governance, resulting in the identification of significant challenges, including high rates of CSEC occurrence and underreporting.
The analysis of state and national data from sources like the Ministry of Women, Family, and Human Rights, revealed alarming statistics on CSEC, highlighting the need for improved data collection and reporting practices. The assessment of public policies indicated gaps in implementation and effectiveness. Recommendations include providing specialist training for frontline professionals, enhancing referral pathways for victims, and reformulating national and state plans to better address CSEC. The report emphasises the importance of a coordinated response involving multiple stakeholders to ensure the protection and support of vulnerable children and adolescents.
