The Evaluation Findings Report: A norms and behaviour change campaign targeting employers of child domestic workers in Ethiopia addresses the difficult conditions of child domestic workers (CDWs) in Ethiopia, emphasising their limited educational opportunities and poor working environments. The evaluation, developed by Altai Consulting with the support of the Freedom Fund, utilised baseline and endline surveys in 50 selected enumeration areas, focusing on households employing CDWs. A sample of 700 households was surveyed to assess community perceptions and norms regarding CDWs. The study aimed to evaluate the impact of a behaviour change campaign developed through formative research to enhance the situation for CDWs. The campaign was delivered by Girl Effect Ethiopia and funded by the United States Department of State’s Office to Monitor and Combat Trafficking in Persons.

Key findings indicate that while the campaign increased awareness and shifted perceptions about CDWs, translating these changes into improved working conditions and educational access remains a challenge. The evaluation also pointed out limitations in survey design and potential response biases. Recommendations include improving qualitative research methods for deeper insights, maintaining community engagement, and implementing targeted interventions to meet the specific needs of CDWs. The report emphasises the need for ongoing efforts to achieve lasting change for these vulnerable children.
