The report Accountability for forced labor in a globalized economy: Lessons and challenges in litigation, with examples from Qatar, discusses the findings of the European Center for Constitutional and Human Rights (ECCHR) on forced labour in the Gulf region, particularly focusing on Qatar, where migrant workers face severe exploitation amid the construction boom linked to the 2022 FIFA World Cup. The ECCHR conducted interviews with around 60 migrant workers and various stakeholders to investigate labour abuses and the legal responsibilities of transnational corporations. Findings reveal systemic issues such as high recruitment fees, contract deception, delayed salaries, and restricted movement, perpetuating a cycle of exploitation and impunity for employers.
Among the key actions, the report advocates for implementing human rights due diligence practices by corporations, including transparency in labour supply chains and fair recruitment standards. Additionally, it calls for collaboration between trade unions and civil society organizations to empower workers and improve access to justice. The document emphasizes the need for stronger regulations and enforcement mechanisms in both origin and destination countries to protect migrant workers and hold corporations accountable for labour rights violations.
