Daniel Lowalem serves as Program Advisor for the Freedom Fund’s Uganda Hotspot, having officially joined the organization in September 2026 following a consultant advisory role that began in late 2025. Based in Karamoja, Uganda, Daniel works directly with local grantee partners in Karamoja to address child exploitation and prevent child and forced marriage through survivor-centered approaches, community leadership and local systems strengthening.
With over 15 years of experience across Uganda, Kenya and South Sudan, Daniel brings deep expertise in organizational development, social protection and program management in complex and resource-constrained environments. His career spans technical and executive leadership across major international and national NGOs, including serving as Executive Director of Caritas Moroto Diocese, Programs Manager at SOCADIDO, and Programs Manager with Jesuit Refugee Service (JRS) in South Sudan. He has also provided strategic partnership support for the USAID-funded LASSERPULSE initiative with Makerere University and operated as an organizational development trainer and consultant.
Daniel holds a Master of Applied Community Development from Future Generations University (USA), an MSc in public health, and a BA in social sciences. He is a certified Project Management Professional (PMP Pro) and specializes in building sustainable, locally led solutions for vulnerable populations.
