The report Evaluation of the Central Nepal hotspot project using the process tracing methodology, conducted by Progress Inc., evaluates the Central Nepal hotspot project of the Freedom Fund, aimed at reducing the prevalence of minors in the Adult Entertainment Sector (AES) in Kathmandu Valley. Since its inception in 2015, the project has made significant strides in addressing the risks of commercial sexual exploitation of children. The evaluation highlights a notable reduction in the number of minors in the AES, attributing this success to various project activities, stakeholder engagement, and sustained efforts over the years.
The evaluation indicates that the outcomes achieved are proportional to the resources invested, demonstrating effective use of time and funding. However, concerns about maintaining momentum post-funding were raised, as a clear sustainability strategy is lacking. The report concludes with recommendations for the Freedom Fund and other civil society actors to ensure continued impact, emphasising the need for ongoing funding and strategic planning to prevent backsliding and sustain the achievements made in reducing minors in the AES.
