The report But now, I know how to migrate properly, safely and legally presents the final results of the process evaluation for the Freedom Fund’s Ethiopia Hotspot Programme, focusing on safe labour migration attitudes and practices in Amhara and Addis Ababa. This evaluation, conducted by the Centre for Evaluation of the London School of Hygiene & Tropical Medicine, used qualitative methods, including interviews and focus group discussions, over two years. The evaluation revealed that participants gained a better understanding of migration risks and safety measures, leading to more informed decision-making regarding migration. The lifting of the national migration ban in early 2018 facilitated discussions about legal migration, with many women expressing a desire to migrate safely or remain in Ethiopia with improved skills and confidence.
Key recommendations include enhancing community awareness of safe migration practices and expanding the programme’s reach to include more segments of the population, particularly men and rural families. The report suggests that the Hotspot Programme should provide technical support to government institutions for pre-departure training and quality assurance. Additionally, it emphasizes the importance of monitoring and safeguarding against illegal brokers while promoting the value of meeting legal migration criteria to ensure the safety and well-being of prospective migrants.
