Conducted by Verité, the research involved desk reviews and interviews with 168 stakeholders, including jobseekers, recruitment agents, and NGOs. The study aimed to understand the decision-making processes of job seekers, the vulnerabilities they face, and the regulatory frameworks affecting their migration experiences.

The study found that irregular migration remains prevalent despite existing formal channels like the Memorandum of Understanding (MOU). Many job seekers prefer informal routes due to the high costs and complicated procedures associated with the MOU. Key vulnerabilities include high recruitment fees, lack of adequate training, and insufficient legal protections. The document concludes that the MOU process needs to be more accessible and compelling for job seekers. Recommendations include implementing fee limits, adopting an employer-pay principle, and establishing one-stop job centres to simplify the migration process, ensuring it is ethical, safe, and cost-efficient for workers.
