The study Victims without a Voice: Measuring Worst Forms of Child Labor in the Indian State of Bihar, by San Diego State University, is one of the most methodologically rigorous efforts to estimate the prevalence of the worst forms of child labour in Bihar, India. Using spatial random sampling and link-tracing strategies, along with population-based calibrations, the research finds that such exploitative labour practices are widespread among child workers in urban areas of Bihar. These results persist whether assessing the situation through the Indian legal framework or international conventions, indicating a pervasive issue that significantly hinders the physical and psychological development of affected children.
The findings highlight the urgent need for solutions that address the root causes of child labour, such as the need for livable wages for adult workers and stronger enforcement of existing child protection laws. To tackle this large-scale problem, long-term commitments from the Indian government and civil society are essential. Effective interventions should include enhanced law enforcement, public education campaigns, and financial and legal penalties for employers who exploit child labour.
